One point I think we're overlooking is the reason why bases are being camped. While it is entirely possible that someone's base can be camped because their team lacks the defensive personnel or coordination, I think the main reason why this is happening is just simply because the person camping possesses greater dueling ability.
I think the biggest problem is that people underestimate the skill required to perform such an action. Seeing as though they are able to camp your base, means they must have put in the time and effort to get to such a level of skill that they can out-duel your entire team's defense while simultaneously managing their health, energy, and movement successfully so that they can maximize their longevity and effectiveness. This is something that we really can't do anything about, it's how the skill-gap works. You can't nerf mechanics to make it easier for you to kill the camper either, you'd be rewarding players who don't spent the time practicing/playing against those who do. Like auto-tuning an artists voice to make them sound good, as opposed to rewarding those who actually spend time work on their voices.
Yes Ke$ha, I'm looking at you. That being said, if a player is ordinarily out-dueling your defense, your options are(at least in my opinion): practice your dueling or switch positions to avoid them(remember your three second invulnerability!).
If you've got superior skill, duel the player and kill him quickly. Even if you lose one of these encounters, if you can respawn and get to the player quickly enough the chances are you can get back to finish him and you'll be at an advantage with health. If you can't do this alone, ask another player to help you.
Touching on what I said above, though this thread isn't about LO, I think it highlights some of the disadvantages that LO experience while trying to perform their intended job.
As LO, you are already at a disadvantage. First off, when traveling across the map to the enemy base, the LD can see you coming in and can fire at you as you approach the base. Additionally, if you kill one of the enemy LD, you rarely have any time to recover health from the duel before the same LD is back on-top of you again, this being the result of the short respawn timer. Not to mention, you are usually out numbered being at the enemy base. Lastly, the game mechanics don't really facilitate longevity of someone constantly having to duel other players. At some point while dueling, we run out of energy and hit the ground. And the second you hit that ground, you better believe, there will be a rocket B lining for your feet. It's essentially a free-shot and, it's pretty darn easy to do. Through this splash damage received when you hit the ground, it is only a matter of time before you die.
In my opinion, the respawn timer mechanic seems a bit more balanced towards the defense given the LO's situation. I find this alarming since it's of the
"vast consensus" that defense is more powerful than offense.
Just my two cents.
