The private servers are passworded for scrims, pickups, and some development testing. Public test shouldn't have a password and it players Elegiac almost every other map. Basically, if it's passworded you aren't meant to be in there.

You get the password when you are trusted with it, and the private servers are going to be mainly used for pickups so the admin of the server will give the pass out when needed. Asking questions like above are only going to make you more suspicious.

They actually change the password after you're finished or close down the server to prevent joining.
