There is a map program, but its unstable and not to be released to the public.

Is there any way I would be able to get a hold of this program privately, then? I am extremely interested in some creative ideas for Legions maps, and I think it would be to mine, yours, and the game's benefit to let eager, creative artists develop additional maps for the game.

Please note that I've been playing Legions since about 2008, and also am not oblivious to development procedures. I would love to show you some fun concepts!

If the program is so unstable, how did individuals such as buhiltz and ContingencyPl4n manage to create maps?

Yes, but you would need some "source code", I'm not actually sure if thats specifically what you need, but its a guess.
