Spartan is quite possibly the best chaser in the game right now. Maybe not at preventing the grab, but certainly at chasing and returning. I haven't seen quite enough to judge accurately, but he is very easily in the top 3-5.

No, no, it did change how falloff is calculated to inverse square instead of linear. 'normal' falloff is inverse square, I should have mentioned that :P

Not entirely true; it is a more natural falloff, and shots that used to baaaaaaarely hit them were doing significant damage. The overall splash radius has been increased to compensate for the more normal damage falloff.
