In my opinion under 200 ping is not high ping. Under 100 is low ping. Under 200 is ok ping. 200+ is high ping.

Not exactly. His argument is that pretty much everyone pinging 200+ are playing some sentinel loadout and spam mortars left and right. While inexperienced low pingers might do that sometimes, they not always play sentinel classes.
