It's not a video or an animation. There's a picture for the regular reticle (Cow with crosshairs), a picture for the "speed enhancement" of the RLII (hold down mouse to activate), and then there's a picture for when the rocket hits a target (cow becomes red).

The link in the description is broken: I'd ask an in7 teammate (or Tom himself) to see if you can get it (assuming you want it xD).
