How are voicepack sounds created?

You can get computer generated voices, but all the voice packs in legions use recorded voices of actors way back in the day. If you want to record your own voice, you need a microphone and you must use a program like audacity to record your voice. I believe the voices must be in the .mp2 format as well.
 
Yeah audacity is a good program to use, but I don't like the sound of my recorded voice so I'll never make one.
