Can't even open the launcher... help please!

Okay, so I just got back from my holiday and found out that I could download Legions:Overdrive Beta (HURRAH) but only to find that I can't open the launcher up once I've downloaded it. I'm currently running on a Inspiron 6400 Windows XP? and when I extract all the files from the downloaded file, and click on the launcher I get the following message:

Launcher.exe - Application Error

(X) The application failed to initialize properly (0xc0000135). Click on OK to terminate the application.

BTW FYI: They are Zeroes.

Please, please could somebody quickly identify the problem and help me solve it asap?

3.1) Launcher.exe doesn't work:
- One of the most common problem. Make sure the Launcher download is of the latest version. (Link)
An error could occur that reads: The application failed to initialize properly (0xc0000135). Click on OK to terminate the application.
In that case, Install/update your .NET framework - Microsoft .NET Framework Version 2.0 Redistributable Package (x86) OR Microsoft .NET Framework 3.0 Redistributable Package OR Microsoft .NET Framework 4 (web installer).
