sometime i can actually watch my ping just jump from 60 to 500 for no reason at all

For some reason i keep getting these horrible spurts of lagg when i have really low ping and its not like regular lagg all of a sudden my screen will freeze then ill b moving again for about 3 sec and then all of a sudden ill b at the same spot i was when it first started to freeze its really...

Does the same thing to me to and i also have bout 30-60 ping

I cant get the launcher to work i downloaded the .net framework thing and now it says unable to find a version of the runtime to run this application. All i wanna do is play and it seems so complicated do i need to dl all 3 of those .net framework links or what
