Vehicles will just slow down the game and they're also hard to balance, note how many people complain about the Shrike's maneuverability, but if it's buffed, it'd be OP.

Cluster II half healths lights with 2 of the (w.e you call it) things. Heavy chasing with mortar is not viable in a game where both teams are equally skilled.
