but you also forget that parts are also cheaper in america, as well as companies do not convert the prices £1 to $1
my estimate would be that the same parts would be $550-$600 and no way near $700.
but then again, things change.

Not sure if one would classify this as a 'performance PC', but I think it's decent enough, at least for 720p.

for the amount of money he has to spend they are not that bad, except for the part where says processor for AMD A6 and A8 is that a new form of prossesor like athlon, phenom ect?

I "advised" that what you are recommending is crap.
save up or give up on getting a "performance" computer.

For 500 dollars i would consider those relatively performance-esque computers, especially if he doesn't want to/doesn't know how to build his own
