Any1 know how to convert a low quality pictures to HQ?

Re-make it and save as a jpeg on the highest quality. Also, the bigger the canvas size/image is, the more detailed you can make it. So bigger = better quality (most of the time).

Outline it with uuuh vectors they are called in english?
Then scale it up by a lot, then fill it in with gray. And then you save it as .png

wat I recommend is making the image bigger then do some Photoshop magic on it, then save as png

you'd be better off remaking it entirely.

there is no program (that i know of) that you can just plug an image in and get it upscaled.

I read someplace that jpeg was better than png in some areas such as landscape and what-not. But yeah, you want a png here. Just make a larger canvas of maybe 2x-4x the normal size and remake the image.

.gif is the worst, jpegs suck when you MANUALLY compress them - that creates the jpeg-artifacts and stuff.
