First do what piggeh said.
Next check if your computer isn't downloading something. Could be anything: AV updates, Steam games, Windows updates, torrents.
If your internet speed turns out fast and your computer isn't downloading anything check if you are using a Wi-Fi and whether there are other people using it too, they might be slowing your internet speed down. If not, pingplotter.
