Keyboard issues!

Hi! I have a problem with my keyboard. Example when I press the Up arrow the symbol ' appears and when I press 9, this appears 9ö and so on....so I hope anyone knows a solution to this.

I have already done a complete factory recovery, change keyboard language etc.

I have a laptop. But I can tell you the laptop model : Acer Aspire 5742

Either press FN and then press F11, or hold FN and press F11. My buddy had this problem and this seemed to be the fix.
