Windows is not the optimal operating system for servers, I would discourage you from using it.

May I ask, how are you hosting this?

If I actually started work on that project again, it'd be after my exams. Then I'll have loads of time. It'd make sense for a server to have a requirements.txt to show the client what mods to install when trying to connect.
