ooooooooohhhhhh, you want to blend the image over the other. Ok, so on the layers window there is a thing that says mode. next to it it should say normal. click the down arrow next to it and mess around with the options until you find what you like.

you can use the fuzzy select tool, just tinker with the threshold.
