Help Determining Performance Issues

I have a newly built computer and I am still having an issue with choppy video or lag at certain times. During public games it does not appear to be as bad as when I play pugs. It might be the amount of players or action because when there is alot of stuff going on it seems more jumpy. At this point I'm not sure what it is but the only two things I think it could be are my GPU or my Internet connection. Maybe y'all can help me determine how to improve my playing performance.

I have like 80 fps on average but I still see alot of lag when there is alot of player around or stuff going on.

Could it be my VGA monitor?
My graphics card?
My Internet connection? (Live out of City and have wireless ISP but speeds are around 3 mb down 1 Mb up)

I don't really play any other online multiplayer games. I figured it is probably an Internet issue. I'll probably take my box up to work and try it there where I'll have a better connection. It also could be my video card cause I had it in another computer and it it did about the same thing. But that was with the same Internet. It is weird because 1 hour ago I played a pug and it was pretty choppy then I went to a full public server and it seemed much better.

Extremely unlikely that it's your monitor. You could always tried updating your drivers if you haven't already.
