Can someone please direct me to a thread were I can download Outrider Skins?

There are no outrider skins Royalty nor are there raider and sentinel skins. You can mod them yourself but for now nobody took the effort to do it or post it on the forums here for now you will be stuck with the random skins. Though they are working on a feature where you can customize your own character and that it will keep those skins/helmets.

Making the custom player skins can be a tad more difficult than the weapons due to them having a lot more parts and pieces that need to be skinned. And once you are done, you can copy and paste that one skin you edited and renamed the pastes the corresponding names to the other skins like Imperial and Navy skins. This will make you always spawn with your desired skin.
