Any-user started server

I think it would be a good idea if we had a server were anyone can start it, today I was in a PUG today and we could not find a developer to start it, so we had to call it off.

I think it would be a good idea if you make it simple so anyone can do it and such.

Once proper admin controls are added, expect to see a larger number of ingame moderators able to perform these duties.

Not a big fan of a 'anyone' can admin system, but a vote system could fulfill this role when no moderators are available.
